The goal does not have any other function than to motivate you. Donations are transferred to the charity even if you don't reach it. You can always change your goal later after you have created your fundraiser.
Why should I set an end date?

The end date is simply the date that you expect to reach your goal. If you wish to adjust this date, this can be done anytime. Your fundraiser can still receive donations after this date.
What should I write in the description section?

Yes. After you have created your fundraiser you can add a picture to your fundraiser.
